Each year, more than 1,000 suspected disease clusters are reported to state health departments; the majority of them are cancer clusters. State health departments must be prepared for this reality. The items in this tool kit have been tested with focus groups to verify that the language is appropriate and effective to use with communities that are concerned about their risk of disease. All items are grounded in health communication and risk communication theory.
